| 摘 要： | 在分析小城镇现实管理模式中存在的主要问题的基础上，提出建设基于地理信息系统的“小城镇综合信息管理系统”是保证小城镇有序健康发展的重要手段．在此基础上通过系统主要功能分析、数据结构模式分析提出了系统的总体设计方案，并揭示了系统建设需要解决的几项关键问题．

| Abstract: | Some key issues of the existing model of small town administration is discussed. A Comprehensive Information Management System based on GIS proves to be important to the developments of a small town. The overall system function analysis, data structure analysis is carried out. Some critical problems are presented. |
