| 摘 要： | 介绍了应急通信及其应用场景,分析了现阶段我国应急通信保障工作中存在的主要问题,结合应急通信发展的新趋势,从优化组织体系、健全法律法规、完善管理机制和强化资源保障等多个维度对我国应急通信保障体系建设提出了对策建议。

| Abstract: | Emergency communication and the application scenarios are introduced.The main problems of emergency communication security work at present are analyzed.Meanwhile,to keep pace with the development of emergency communication,counter measures of emergency communication security system construction in China are put forward from multiple dimensions,such as optimizing organization system,perfecting laws and regulations,perfecting management mechanism and strengthening resources guarantee system. |
