| Abstract: | The report of the 17th Congress of CPC proposed that we must construct the service government,and the key of the construction is raising service government's service spirit.The main reasons of current Chinese government lacking service spirit include: the influence of official oriented consciousness,the restriction of government service standard and service flow,as well as the absence of system criterion. |
