摘    要:保障性住房是国家为了满足中低收入阶层基本住房需求而建设的具有社会保障作用的住房,对于社会公平、和谐稳定发挥着重要作用。随着城市住房问题日益突出,国家对保障性住房不断加大投入。然而,由于我国在保障性住房的分配机制上还不够健全,致使分配不公平现象频频出现,严重影响了整个民生工程目的的实现。其中信息公示缺乏有效性、监督机制不健全、责任制度不合理是重要原因。为了推进保障性住房的公平分配,有必要提高公示制度的有效性、健全监督机制、完善责任追究制度,从而提高违法者的违法成本,遏制不合理分配现象。

Abstract:Indemnificatory housing is the houses constructed by the country for meeting the basic housing needs of low - income fami- lies, which plays an important role in ensuring social justice, harmony and stability. With the problem of urban housing has become in- creasingly prominent, the country continuously increase the investment on the indemnifieatory housing. However, the allocation mecha- nism for the indemnifieatory housing is not perfect, resulting in the frequent occurrence of inequitable distribution; this phenomenon has seriously affected the realization of the purpose of the whole livelihood projects. Important reasons for this situation include the lack of efficient information publicity, imperfect supervision mechanism and unreasonable responsibility system. In order to promote equita- ble distribution of indemnificatory housing, it is necessary to improve the effectiveness of publicity system, perfect the supervision mechanism and establish a sound accountability system, which can increase the cost of illegal and curb the phenomenon of inequitable distribution.
