汉代独尊儒术，以经治国，儒家所重视的社会保障成为汉代仁政的一个重要组成部分。汉代社会保障制度注重家庭养老、宗族互助、济贫救灾，其特征是重视富民，增强家庭自保能力，强调以家庭为基础的自保公助。虽然它并不能完全实行，但其中不乏合理因素。
