| 摘 要： | REACH制度是欧盟提出的基于风险控制的化学品管理新框架。REACH制度不仅涵盖了化学品，而且也对纺织、机电等化学品的下游产品提出了注册要求。对REACH制度的产生背景及主要内容进行了介绍，着重分析了REACH提案所遵循的基本逻辑。

| Abstract: | REACH,proposed by European Union,is a new framework for chemical hazard control.As an integrative regulation,not only for chemicals but also its downstream products,such as textiles and electromechanical products,are included in this system.In this paper,the background and main contents of the REACH proposal are introduced,especially the logic sustaining the whole system. |
