我国民用机场面临改扩建的巨大压力，业主方的管理机构是项目建设管理的核心．从民用机场项目结构分解入手，明确改扩建项目的建设内容；从建设内容对业主的组织协调能力和决策知识的要求出发，比较了指挥部模式和机场集团自行管理模式的有效性，分析表明后者更有效；并在此基础上构建了比较完整的民用机场改扩建项目的建设管理组织结构．
