| 摘 要： | 日本是当今世界经济大国。第二次世界大战后日本经济能够高速发展的重要因素之一,在于日本政府和有识之士能够正确地认识自己的国土资源条件特点,从而审时度势地对国土资源予以规划、开发和保护,以求达到人群及其经济活动同生态环境资源的谐和发展。

| Abstract: | Japan is an island country with havy population and limited land and scarce mineral resources, and frequently hit by natural disasters.The Japanese government and people of insight put much emphasis on the adaptation to, the exploitation of, the administration and protection of its land, publishing updated land comprehensive, extentions and useful in guiding the direction. Foundamentally the situation of harmonic man-environment development has been established in Japan. |
