| 摘 要： | 国电体制改革构建了新的水电开发管理体制，加大国家投资力度，实行滚动开发，按市场经济模式筹集资金，延长代款偿还期，制定合理的税收政策。调整电价以及大胆地引用外资，这对我国水能资源主要蕴藏地区西南地区和长江上游水电开发带来了新的发展机遇，其水能资源具有优越的开发条件。

| Abstract: | The state electric power system reform leads to the setup of a new hydropower development management. More national funding is put; development is done in a rolling manner (fund is collected in the market economy mode; pay-off period of the loan is extended; more reasonable taxation policy is made, etc. All this has brought about new opportunities to hydropower development in southwest China and the upper reaches of the Yangtze River, where hydropower resources are rich. |
