| 摘 要： | 关于法治和德治的争论在东方和西方产生了相似的激烈争论。这种争论已经持续了约 30 0 0年并将继续。法律是最低的道德 ,道德是法治的环境。对于当代中国来说 ,法治和德治都不可或缺 ,不可丢弃。要建设一个文明、民主和强大的中国 ,依法治国具有特别的意义。

| Abstract: | There are similar heated arguments between the rule of law and rule of virtue in the Orient and the Occident. The arguments have lasted about 3000 years and will continue. Law is the lowest virtue while virtue is the environment of law of rule. The rule of law and rule of virtue are both indispensable for modern China and none of them should be discarded. The rule of law possesses special significance in the construction of a strong, civilized, and democratic and China. |
