清末新政的困境——以财政危机为中心

清末新政是中国近代走向早期现代化进程中一次重要的改革,但结局却以失败而告终。究其原因,根源在于"新政"中清廷始终未能摆脱和解决改革前夕早已日益严重的财政危机;再加之其选定的错误的改革方向和为急于摆脱困境而采取盲目的金融政策及其对各阶层的横征暴敛,最终造成财源枯竭并导致王朝崩溃。清末新政也随之昙花一现。
