| 摘 要： | 本文在深入调查研究的基础上，分析了在三峡工程建设和三峡移民搬迁的背景下，万州区弱势群体结构、形成原因、心态等方面所具有的特殊性，并针对其特殊性提出了建立移民社会保障体系等措施。

| Abstract: | On the basis of the thoroughgoing research this article analyses the particularity in such aspect as the structure, cause, state of mind of the weak groups in Wanzhou under the background with the establishment of Three Gorges Project and settlers?moving out. It also puts forward such countermeasures as establishing social safeguarding system for settlers. |
