Abstract:In this paper we discuss the role of models in strategic planning, paying special attention to the way perceptions, values and preferences are treated. Starting from an analysis of the specific nature of long term planning we propose two criteria to evaluate the interaction between policy preferences and mathematical models. On basis of these criteria we examine four recent energy studies. The paper concludes with a comparison of these cases and recommendations concerning the interface between models and policy preferences.
