| 摘 要： | 为了推进经济社会的转型发展，温州顺势而为，积极推动政府职能模式变迁，通过规范政府的权力运行以及提高公共服务水平打造“有为政府”，并取得了一定的成效。温州以有为政府建设为目标取向的政府职能模式变迁具有一定的启示意义。

| Abstract: | In order to promote transformational development of economics and sociology, Wenzhou actively promotes the transition of government function mode according to the needs. Some achievements have been made in Wenzhou by regulating government power and improving public service. Wenzhou＇s transition of government function mode towards to promising government is instructive. |
