| 摘 要： | 本首先简要论证了对拨号上网业务从PSTN分流的重要意义，提出了目前主要的几种分流方案。而后，从成本效益角度推导了进行分流工作的最佳时机，为电信企业进行拨号IP分流工作提供了充分的理论依据。
