唐初统治集团的重农思想表现及其发展农业的措施

以李渊、李世民父子为首的唐初统治集团的重农思想主要表现在：“抚民以静”的无为而治思想,“民为邦本”的民本思想,“农为邦本”的“农本思想,和“偃武修”、“去奢从约”的思想。在这些重农思想的指导下,唐初统治集团在发展农业方面采取了栽汰冗员,择善任人;推行均田制,奖励垦荒;实行租庸调法;增殖人口,解决劳动力严重不足问题;兴修水利,防治水旱灾害等一系列开明、进步的措施。从而为以后的社会发展奠定了基础。

The Manifestations of the Concept of Attaching Great Importance to Agricculture amd Its Measures to Develop Agriculture of the Ruling Clique during the Early Tang Dynasty

The concept of attaching great importance to agriculture of the ruling clique headed by both father Li Yuan and his son Li Si min was mainly shown by the ideas of governing by noninterference of "consoling the people without publicity",of regarding the people as the foundation of "the people being the root of a country",of regarding agriculture as the base of "agriculture being the foundation of a coutry",and of "desisting from military activities and encouraging culture and education" and "encouraging frugality against luxury".To weed out superfluous personnel and appoint people on their merits,pursue the policy of well distributing fields so as to encourage to reclaim wasteland,put into effect the law of renting out land to tenants,hiring and dispatching labourers,multiply the population so as to overcome the serious lack of manpower,and undertake new water conservancy projects so as to take precautions against flood and drought,--as mentioned above,a serial of the enlightened progressive measures in the development of agriculture were taken by the ruling clique during the early Tang Dynasty under the guidance of these ideas of attaching great importance to agriculture,thus laying the foundation of social development later on.
