增建救灾物资储备库的选址研究

目前,中央救灾物资储备库建设与实际需求还存在一定差距,实际救灾效果不很理想,存在救灾保障能力不足、保障效果差的问题.在现有中央救灾物资储备库不变动的基础上增设新的储备库,保证经过不长于12小时的运输时间,使第一批中央救灾物资到达灾区.通过对自然灾害、交通能力和经济能力三个指标的量化分析和综合评价,用增建最少数量的中央储备库,与原库一起构成中央储备库体系,达到在全国任何一个地方发生灾害的情况下,中央储备库的救灾物资都能在规定的时间内运抵灾区.
