| 摘 要： | 近代以来,关中地区的水资源短缺,农田水利纠纷已成为当时的社会问题之一。通过对民国《陕西水利月刊》中记载的18起水案分析,认为民国前期该地区的水利纠纷频繁发生,具有明显的时空特征。其原因与当时自然降水量不均、农田水利的分布及灌溉条件、新旧用水制度交替、民众的生存压力、不科学的灌溉意识等有密切关系。
