论西部民族地区建构和谐社会的定位与支点

西部民族地区由于其特殊的条件,因而在构建和谐社会中,其在历史价值上要定位在整体和谐发展,在建构方案上要定位在社会事业优先发展,在建制形态上要定位在物质文明、制度文明、精神文明递进的三个层次上进行。构建的支点一要转换思维为和谐社会建构提供理念支持,二要建构分享利益机制,三要营造一个化解高危社会风险的空间。

On Goal Setting and Fulcrums of Western Ethnic Areas in Building a Harmonious Society

Due to the special conditions of the western ethnic areas in China, when trying to build a harmonious society, their goal in terms of historic value should be overall harmonious development, that in terms of planning should be giving priority to social undertakings, and that in terms of form should be a progressive one from material civilization to institutional civilization and finally to ideological civilization. The fulcrums should include 1) transforming traditional ideas and providing ideological support for building a harmonious society, 2) setting up a new benefit-sharing mechanism, and 3) creating a space that can reduce social risks.
