| 摘 要： | 构建了电子政务中公众与当地政府利益关系的委托代理模型，并对其进行了数学分析．得出当地政府在电子政务建设中的努力程度以及该政府在电子政务建成后所分享的产出份额取决于三个变量：努力成本系数、产出后确定性和政府风险规避程度．根据分析和结论，提出了如何鼓励和提高当地政府在电子政务中的努力水平，防范电子政务建设投资中低效率和高风险现象的建议．

| Abstract: | A principal-agent model of the public and local government in E-government interest relationship is built,and then analyzed by mathematical method.It is concluded that struggling level of local government in E-government and share of E-government outcome depend on three variables: struggling cost coefficient,identifying of outcome,government risk-avoiding degree.Based on the analysis and conclusion,some suggestions are put forward for improving local government struggling level in E-government,avoiding inefficiency and high-risks of E-government building investment. |
