| 摘 要： | 随着应急通信越来越受到人们的重视,如何提高应急通信系统的容灾性、灵活性和经济性对于运营商具有重要意义。本文简单介绍了现有移动通信应急通信体系,主要分析了浮空平台应急通信系统的构架与规划方法,并提出浮空平台应急通信系统的使用建议。
