| 摘 要： | 本文通过分析电子信息产业创新体系的构成，建立起相应的能力测度指标体系．通过实际测度，分别计算出电子信息产业在技术创新、产业链创新、集聚创新、应用创新和政策创新等五方面的能力．最后根据测度结果，从提高创新能力的角度，阐述了中国电子信息产业发展的重点和方向．

| Abstract: | This paper aims at establishing a capability measurement index system through an analysis of the Chinese IT industry innovation mechanism. Five capabilities are measured and calculated, namely, technology innovation, industry chain innovation, industry focus innovation, application innovation and policy innovation. Based on these measurements, this paper further expounds on the direction and focus of Chinese IT industry development with the aim of improving innovation capability. |
