辽宁资源型城市转型中人力资源管理与开发研究

摘    要:分析辽宁资源型城市转型过程中人力资源开发与管理存在的问题后,提出政府要注重城市产业发展规划及引导失业职工树立正确就业、创业观;政府加强对失业人员的再就业培训、为失业人员创业提供优惠与辅导、通过多种途径对外输出人力资源等方式积极解决失业人员再就业问题;政府培育新产业时应该同时出台相应人才培养政策等措施解决资源型城市转型过程中人力资源开发与管理存在的问题。

Abstract:Problems concerning human resources development and management during the trans- formation of resources - oriented cities in Liaoning province are discussed. The following are some solutions to the problems. Government should emphasize the development plan of urban in- dustry and help laid - off workers hold positive attitude towards job seeking and have correct concept of entrepreneurship, enhance re - employment training for laid - off workers, offer them preferential policies for entrepreneurship, export human resources through various ways, and draw up relevant personnel training policies, etc.
