| 摘 要： | 民初封建专制被打破,而资本主义民主政治又因民主基础薄弱无法建立起来,社会陷入了严重的失范状态,只有实行具有一定现代导向的新权威主义统治才能渐进地从封建专制过渡到现代民主.袁世凯在政治上专制集权,同时推行一系列具有现代导向的行政改革,使中国出现了一个相对稳定的统一时期;在经济上鼓励资本主义工商业发展,迎来了中国资本主义发展的黄金时代;在教育文化方面,鼓励现代教育文化的发展,同时用传统文化整合意识形态,使教育文化得到一定程度的发展;洪宪帝制前袁世凯的新权威主义统治符合当时的中国实际,具有合理性.

| Abstract: | In the first year of the Republic of China,feudal autocracy was overthrown,but democracy was failed to set up because of lacking democratic conditions.China was out of norm.There should be transitional forceful domination with modern guidance when China transferred from feudal autocracy to democracy gradually.Yuan Shikai carried out autocratic centralization and administration reform with modern guidance in political field and led to stability and unity in China.He encouraged development of capitalist industry and commerce and resulted in golden age of development of Chinese capitalism.He promoted the development of modern culture and education and united ideology with Confucianism culture and brought about the development of culture and education to some extent.Yuan Shikai's domination before Hongxian Monarchy conformed to Chinese situation at that time and was reasonable. |
