摘    要:加强水资源管理是世界各国为提高水资源利用效率和应对水资源危机的重要举措之一,也是我国解决日益增长的水资源需求和水资源供给不足矛盾的关键。 水资源管理研究的领域较广、范围较大、主题较多,主要从国内外水资源管理的模式与制度、研究模型、研究重点领域以及研究热点四方面进行归纳综述,并以黑河流域为例,说明先进的水资源管理对提高水资源利用效率和应对水资源危机的重要性,可为我国探索水资源管理模式,建立适合国情的水资源管理制度提供科学基础。

Abstract:Strengthening water resource management is one of the important measures adopted by countries through out the world to improve the efficiency of water resources utilization and respond to water crisis. It is also the key to resolve the ever-growing contradiction between the demand and the shortage of water resources. The scope of research on water resource management is relatively broad, with a large scope and many themes. The article mainly focuses on the model and system of water resource management worldwide, the research model of water resource management, the research focus and hotspots of water resource management. Taking the Heihe River Basin as an example, the important role of advanced water resource management in improving the efficiency of water resource utilization and responding to the crisis of water resources was illustrated to explore the management mode of water resource in China. Establishing a water resource management system that suits the national conditions provides a scientific basis.
