| Abstract: | In this paper ,we give a sufficient and necessary condition to determine whether a level-2 (r_1,r_2) -circulant matrix over a field is singular or not and then present a new algorithm for the inverse of a level-2 (r_1,r_2)- circulant matrix over a field. |
