| 摘 要： | 针对西北地区在生态环境、资源赋、区域条件等方面的特殊性 ,从怎样抵御西北开发风险的视角 ,着重分析生态禀环境和资源开发的风险因素 ,提出加强国家生态安全、坚持水土资源的永续利用、注重矿产资源的可持续利用、建立符合西北地区特点的新型城镇体系、建立农村社会保障制度等防范风险的对策。

| Abstract: | In view of the particularity of the ecological environment, natural resources and regional conditions, the risky factors in the ecological environment protection and resources development are analyzed and some measures such as how to reinforce the national ecological environment safety, how to persist in continuous use of water and soil, how to attach the importance to the sustainable making use of mineral resources, how to set up a new system to fit the features of the development of northwest regions and so on to keep out risky factors. |
