基于代理式民主评价的城市供水企业考评方法

根据城市供水的特点,确定了城市供水企业的考评准则,在此基础上建立了城市供水企业的考评指标,提出了一种基于代理式评价的城市供水企业的考评方法,最后对我国13个城市供水企业进行了评价.该种评价方法,充分考虑了每个参评企业考核的自然价值取向,同时并不违背公共的价值取向,不仅能反映每个参评企业的个性特征,而且避免了一般评价权重经常存在歧异的问题.应用结果表明,该分析方法简单实用,实例的计算结果反映了目前我国城市供水的绩效水平,为城市供水绩效的分析评价找到了适用的定量化方法.

Agent-Based Democratic Evaluation for Performances of Urban Water Supply Enterprises
