| 摘 要： | 本文对高新技术及其产业技术预测程序中的第一轮德尔菲调查诸多问题进行了研究。在结合江苏省信息与通信领域技术预测实践的基础上 ,对技术预测第一轮德尔菲调查目标、问卷的设计方法、调查效果的评价以及组织实施进行较详细的探讨 ,并提出有待进一步解决的问题
