| 摘 要： | ：针对应急广播的要求，对应急广播调度控制平台的框架模型进行了介绍，分析其基本业务模式和安全机制，具体说明了应急广播调度控制平台、应急广播消息适配系统、应急广播终端设备的主要功能，并对主要业务交互、实体关系进行了分析，最后介绍了应急广播调度控制平台、应急广播台站、应急广播资源、应急广播设备、应急广播播出系统、应急广播消息适配系统等主要实体的属性。

| Abstract: | In view of the requirements of emergency broadcast, the emergency broadcast control platform is introduced from the aspect of system architecture, basic business process and security mechanism. The main functions of emergency broadcast control platform, message adapter system and terminal equipment are described. Also entities interaction and relationship are analyzed. Finally the properties of emergency broadcast control platform, stations, resources, devices, broadcast system, message adapter system and other major entities are discussed. |
