| 摘 要： | 在构建和谐社会的时代背景下,地方高校要实现和谐发展,就应树立和谐发展的理念,培育和谐发展的环境,构建和谐发展的机制.具体来说,就是要树立积极主动的发展理念、以人为本的发展理念、全面协调的发展理念;就是要培育和谐发展的外部社会环境和内部教育环境;就是要构建和谐发展的动力机制、调节机制、监督机制和反馈机制.
