摘    要:为了量化有不同可靠性要求的发电可靠性与供电可靠性,采用概率统计的方法研究了备用容量与发电可靠性、供电可靠性之间的关系,建立了不同发电可靠性与不同供电可靠性电价的模型.该模型引入了贡献因子理论,使备用费用的分担更加合理.以此为基础,在电力系统运行中提出了一种基于供需双方可靠性电价的交易新机制.与现有方法相比,该算法的显著特点是考虑了供需双方的需求,并使其量化.对中国某实际电力系统的仿真表明,该机制可以兼顾发电公司与供电公司的经济利益,实现了优质优价、停电赔偿的市场化改革思想.

Abstract:To quantify the reliability of generation and power supply, two corresponding models are presented by probabilistic investigation of the relationships of reserve capacity with reliability of generation and power supply, which leads to a more rational reserve cost allocation according to the contribution theory. At the bidding of consumers and providers, a new transaction mechanism with different reliability level is proposed during power system operation. Compared with the existing methods, the proposed one enables to simultaneously quantify the reliability requirement of consumers and providers. The simulated results show that this transaction scheme gives consideration to the benefits of both sides to adapt the market savvy.
