| 摘 要： | 目前,我国的公共支出体系存在着诸多不合理的地方,除了政府理财观念上的因素外,公共支出没有科学的判断标准和执行标准是一个重要原因。分析我国现阶段公共支出的不合理现状和原因,以效率和公平为视角,提出一个为公共支出能够发挥最大效用的可供参考的标准,并提出相应的建设途径。

| Abstract: | At present, there are many irrational spaces in fiscal expenditures system. Except for the government financing factors, an important reason is lacking judgment and performance standards. Through analyzing the present situation and the reason in current expenditure with the efficiency and equity as the visual angle, the author puts forward a referenced standard which can bring into playing the largest usefulness for the fiscal expenditure, together with the relevant building methods. |
