| 摘 要： | 移民搬迁后生活状况影响着社会和谐与稳定，能否“稳得住”，主要是移民生活水平横向比较的结果，取决于能否过上一种安置地的“普通人一般生活”。构建和谐库区不能仅仅依靠政治动员形成社会共识，而经济整体发展也不必然带来和谐的社会局面，涉及移民利益的公共决策需要一个公正的决策程序。统筹城乡发展应当以经济手段引导为主，不宜采用简单强力推进，片面追求城市化率。
