| 摘 要： | 移动互联网具备移动产业与互联网产业的双重活力，是提升中国国民信息化水平的重要途径。随着3G牌照的发放，移动互联网即将进入快速发展期，但其具备的平台属性、强交互属性、强媒体属性和业务自生长的一些特质，也使互联网管理面临前所未有的困难，急需梳理并对可能给人们带来的危害进行防范。
