坝上旅游扶贫效应分析与对策研究--以丰宁县大滩为例

“旅游扶贫”是一种全新的扶贫模式，其乘数效应可以增强贫困地区的“造血功能”，已成为消除贫困的重要途径。坝上地处北方农牧交错带中段、内蒙古高原东南缘，为京津唐的上风地带和水源地，是典型的生态脆弱区与国家重点贫困区，属于大北京地区规划中北部生态旅游现代牧业功能区的一部分。分析了旅游扶贫对脱贫致富的驱动效应，指出坝上地区旅游扶贫应因地制宜，正确定位，适度开发，实施生态旅游和特色旅游产品开发战略，采取多种融资方式，广辟筹资渠道，积极鼓励扶持贫困农民参与旅游项目开发，围绕旅游扶贫，大力发展生态农业和开发旅游商品，优化贫困地区的产业结构和产品结构，从而帮助贫困地区脱贫致富。

Study on the Effect and Strategy of Pro-poor Tourism in Bashang

Pro-poor tourism is a new model to help the poor to enhance the developing ability.Bashang Plateau,the middle of the north of the agricultural and pasturing interlaced zone,the south-east of NeiMenggu Plateau,is the windward and the water resource areas of Beijing-Tianjin and a fragile region.The article analyses the driving effect to the poor and points out the developing strategies:the measurably developing,the implement of the eco-tourism and the special tourism products,multiform financing,encouraging more and more farmers to taking part in tourism,quicken the steps to develop the eco-agriculture and the exploiting of tourism commodity and optimizing the industry structure and the commodity structure.The developing of PPT will help the poor to achieve richness from poverty.
