| 摘 要： | 在政府改革过程中,政府向社会转交职能是关键。政府可通过授权和契约模式分别将部分社会管理与服务职能转交给非营利组织,又可通过转制模式将部分公共服务性事业单位转化为非营利组织。这样既可推动政府改革,又可促进非营利组织的发展,从而实现政府与非营利组织的良性互动。

| Abstract: | In the process of government innovation,the key point is that the government delivers its functions to society.The government not only delivers segments of society management and service functions to non-profit organization by authorization model and contract model respectively,but also transforms proportions of public service enterprises into non-profit organization through revolution model.The models promote government innovation and enlarge spaces of survival and development of non-profit organization,thus,carry out the positive interaction between government and non-profit organization. |
