| 摘 要： | 本文从古今中外有关腐败的论述中概括出腐败的涵义,并从定性的角度分析了腐败应包括三大要素:腐败的主体是国家公共权力主体;腐败现象违反或背弃公共权力规范和规则;腐败的目的是谋取不正当的私利。

| Abstract: | This paper sums up the definition of corruption at home and abroad. It further gives a qualitative analysis and points out that corruption includes three elements, i.e., the subject of corruption is national public power groups, corruption breaks or abandons the regulations and rules for public power groups, and the ultimate goal of corruption is to gain illegal personal interests. |
