川东丘陵山区农地流转问题研究：以四川达州为视角

＂农地流转＂被学者称为中国继＂土地改革＂、＂家庭联产承包责任制＂之后中国农村土地的＂第三次革命＂。我国农地流转经历了自由流转、严格限制、重新恢复的发展历程。当前达州农地流转呈现出：流转形式多样化、流转势头增长化、流转区域差异化、流转格局多元化、流转规模小型化、流转方向随意化等特点。农地流转存在思想认识不足、流转行为不规范、流转市场化程度低、流转规模较小、流转监管不力等突出问题。建议通过推动农地流转科学研究,宣传普及农地流转相关知识,消除农地流转方面的思想认识障碍;推动区域经济发展,为农村剩余劳动力开辟更广阔的非农就业空间;加快农村社会保障制度建设,消除农民对农地流转的后顾之忧;健全农地流转机制,切实保障农地流转中农民的合法权益;培育农地流转中介服务组织,逐步提高农地流转的市场化水平等措施,引导其有序发展。
