| 摘 要： | 福建集体林业产权制度改革后,集体林区的国有林场在林业生产和生态建设方面的功能更加突出.笔者以福建三明市国有林场为例,在对国有林场发展中存在的问题进行分析的基础上,提出科学界定国有林场类型,加强国家的财政投入,改革国有林场的分配制度政策措施,以实现多元价值之间政策的价值取向均衡.

| Abstract: | After the collective forestry property rights system in Fujian was adjusted,the functions of forestry production and the ecosystem construction became great in the state-owned forest farm of collective forest district.Sanming state-owned forest farm in Fujian was chosen as an example in this study.The potential problems were analyzed in the state-owned forest farm development.The scientific definition of the state-owned forest farm type was put forward.At the same time,this paper provided some measures,e.g.,strengthening the nation investment,adjusting the distribution policy of the state-owned forest farm,etc.,to realize a well balance of the multi-value mode in the value orientation of the policy. |
