基于水足迹理论的舟山群岛新区水资源评价

摘    要:基于水足迹理论, 计算舟山群岛新区水足迹各组成部分, 分析水资源利用状况, 并从水足迹结构、效益、安全性和可持续性4个方面进行评价. 结果表明: 2010~2014年舟山群岛新区水足迹值为3.58×108~3.84×108m3, 呈波动上升趋势; 其中工业水足迹均值为5.3×108m3, 整体在均值上下波动; 生活水足迹均值为0.61×108m3, 有缓慢增长趋势; 其他水足迹表现为下降势态; 农业水足迹在1995~2014年整体较为稳定, 2006年后呈下降趋势. 舟山群岛新区水资源自给能力低, 对外依赖度偏高; 水资源产生的经济效益持续增加, 对其他地区影响显著; 生态安全程度不高, 且缺乏稳定性, 可持续利用能力弱.

Abstract:Based on the water footprint theory, this paper calculates the components of the water footprint of Zhoushan Archipelago New District, and analyzes the utilization status of water resources, as well as evaluates the water footprint’s structure, benefit, safety and sustainability. The results demonstrate that the water footprint of agriculture in Zhoushan Archipelago New District is 3.58×108 m3 to 3.84×108 m3 from 1995 to 2014, presenting a fluctuating growth pattern. The average industrial water footprint is found to be 0.53×108 m3 from 1995 to 2014, displaying a fluctuating trend. The average living water footprint is identified as being 0.61×108 m3 with a slow rising trend. Other water footprints are going downward. The agricultural water footprint was stable from 1995 to 2014, but has been declining since 2006. At the same time, Zhoushan Archipelago New District has low water resources self-sufficiency as the external dependence is relatively high. The economic benefits of water resources continue to grow, which has a significant impact on other regions. Moreover, the ecological security degree is at low stable level and the sustainable utilization ability is insufficient.
