| 摘 要： | 面对新形势、新情况,作为大学生思想政治教育主渠道的“两课”教育从教育目标、教育内容到教学方式方法都存在着严重偏差,面临着严峻的挑战。随着社会主义市场经济的发展和民主法治建设的推进,推动高校“两课”教育向公民教育的转变,不仅是必要的,而且也具有可能性。但是要实现这种转变必须解决好公民教育的根基和出发点,建构完备的公民教育课程体系,将公民意识的培养与公民意识的提升结合起来,尤其必须明确．高校“两课”教育向公民教育的转变绝不是对“两课”教育的根本否定,而是对“两课”教育内容的充实和丰富,是“两课”教育主动适应社会转型的与时俱进。
