山西省人口城镇化与土地城镇化研究

本文重新定义了人口城镇化、土地城镇化的内涵,认为人口城镇化水平应从常住人口和户籍人口两方面衡量,土地城镇化水平应从城镇建设用地变化量和以城镇建设用地与城乡建设用地比重表示的土地城镇化率两方面来衡量;在对山西省2001年~2010年人口、土地数据初步分析的基础上,定量测定了人口城镇化、土地城镇化发展水平,并用比较分析法定性分析了两者的协调性.研究结论:2001年~2010年山西省户籍人口城镇化率与常住人口城镇化率的差距在不断拉大;2006年、2009年、2010年城镇建设用地新增量超过其他年份的一倍,但土地城镇化率在经过2001年~2008年的稳定增长后出现下降趋势;2001年至2010年,户籍假设化可以使土地城镇化率提高约2.68个百分点,常住假设化可以使土地城镇化率提高约8.16个百分点.

Study on Population Urbanization and Land Urbanization in Shanxi Province

In the study,we redefines population urbanization and land urbanization,and thinks that the level of population urbanization should be measured on both permanent population and registered population,and that the level of land urbanization should be measured on both urban construction variation and land urbanization rate indicated by the proportion of urban construction land in urban and rural construction land.Based on a preliminary analysis on population and land statistical data in Shanxi province,we make a quantitative determination of both levels,and make a qualitative analysis on the coordination of both levels by method of comparative analysis.Research concluded that： the gap between permanent population urbanization rate and registered population urbanization rate is widening in Shanxi province from 2001 to 2010; new urban construction land increment in2006,2009 and 2010 are more than twice as that in other years,however,land urbanization rate begins to decline after the stable growth from 2001 to 2008; from 2001 to 2010,registered hypothesis could make land urbanization rate add about 2.68 percentage points,while permanent hypothesis could make it add about 8.16 percentage points.
