摘    要:ITS作为一项改善城市交通运行效率的重要手段,对其产生的效益进行评价正日益受到普遍重视.基于C-D生产函数模型,以北京市ITS为对象,将区域生产总值、城市人口数量、ITS建设投资作为指标参数,测评2005-2010年间ITS对北京市交通拥堵改善的贡献率.研究结论显示,ITS对交通拥堵改善的贡献具有滞后性和累积性,随着时间推移,其贡献价值越来越明显,结论能够为城市ITS的建设、规划及效益评估提供参考.

Research on the Contribution of ITS in Improving Traffic Smooth Based on the C-D Production Function
Abstract:As one of the important measure in improving urban traffic efficiency,evaluating the benefits of ITS is increasingly being widely attention.Then the regional GDP,urban population and ITS construction investment are selected as the index parameters to calculate the contribution rate of ITS in improving Beijing's traffic congestion from year 2005 to 2010,based on the C-D production function model.The research conclusions tell us that there have hysteresis effect and accumulative effect of ITS contribute to the traffic congestion,which is the more as time goes by the more obvious of the contribution value.Meanwhile,the conclusion could provide good reference for the construction,planning and performance evaluation of ITS.
