摘    要:为帮助航空公司持续优化疲劳风险管理系统(FRMS),通过系统分析FRMS有效运行的关键要素,构建了疲劳风险管理系统有效性评价模型,以提高航空公司疲劳风险管理水平。在综合管理、政策文件、风险管理、安全保证、安全促进5个维度的基础上,构建FRMS有效性评价指标体系,采用熵值修正G2法确定各指标的权重,并结合模糊综合评价法,构建了航空公司疲劳风险管理系统有效性评价模型。以某航空公司为例,运用模型对其进行有效性评价,该航空公司的FRMS有效性评价结果为良好,符合实际情况。结果表明,该评价模型具有较好的可行性和适用性,可为航空公司疲劳风险管理系统优化提供重要参考。

Abstract:In order to continuously optimize the fatigue risk management system (FRMS) for airlines, the effectiveness evaluation model of the fatigue risk management system was established by systematically analyzing the key factors of effective operation of FRMS, so as to improve the fatigue risk management level of airlines. Based on the five dimensions of comprehensive management, policy document, risk management, safety assurance and safety promotion, the FRMS effectiveness evaluation index system was constructed. The entropy modified G2 method was used to determine the weight of each index, and combined with the fuzzy comprehensive evaluation method, the effectiveness evaluation model of airline fatigue risk management system was constructed. Taking an airline company as an example, the model is used to evaluate its effectiveness. The FRMS effectiveness evaluation results of the airline are good and in line with the actual situation. The results show that the evaluation model has good feasibility and applicability, and can provide certain guidance for the optimization of fatigue risk management system of airlines.
