The collisional recombination, in the afterglow of a dense plasma, is regarded as a source process for an overpopulation of the high energy tail of the electron velocity distribution function. The perturbation of the distribution function leads to an important enhancement of the fluctuations of the electrostatic field in a narrow range near the plasma frequencyω _p .
