陕西榆林荒漠化防治的困境与路径选择

目的为探求榆林市防治荒漠化的可行性措施。方法采用实证和比较方法,以榆林荒漠化防治中的突出问题和制约因素为考察对象,并适当借鉴了有关国家区域性荒漠化防治的措施。结果榆林荒漠化防治中的突出问题和制约因素主要表现为治理与开发的矛盾日益突出,群众性毁林开荒、政府行为的疲软和防治经费投入的不足。结论榆林荒漠化防治需要管理机制创新、投资机制创新和激励机制创新,榆林荒漠化防治的基本路径是创建综合生态系统机制。

Predicament and path selection of desertification controlling in Yulin City Shaanxi Province

Aim To explore the possible measure of preventing the desertification in Yulin.Methods Using practical and comparative method in the study of main problems and constraining factors as well as some development measures as reference.Results It is the problems and factors that the contradition between administer and exploitation is outstanding,people destroy forest and open up watsteland,the action of government is soften and the funds of prevention is not enough.Conclusion It is verified that innovation on management mechanism,investment mechanism and incentive mechanism should be needed to control and prerent desertification in Yulin.Basic path of control and preventing desertification in Yulin is the establishment of synthetical ecology system mechanism.
