环境治理绩效评估研究综述

环境是人类赖以生存的基础, 伴随着社会经济的发展, 全球范围内人与自然的矛盾日益突出, 环境治理已成为全球所有国家需要面对的问题. 环境治理绩效评估为及时发现环境治理中的问题, 制定及实施环境治理政策发挥着重要作用. 文章从水环境治理绩效评估、大气环境治理绩效评估、环境综合治理绩效评估、环境治理绩效评价的影响因素和环境治理绩效的民众满意度等方面综述了主要研究进展, 指出未来研究应构建中国特色环境治理绩效评估的指标与理论体系, 强化环境治理绩效评估的对比研究, 加强环境治理影响因子间的关联性与互动性研究, 将传统方法与现代信息技术相结合, 重视环境治理绩效评估的实证与应用, 强化环境治理与管理体制研究.

Research review: Environmental governance performance evaluation

The environment acts as a foundation for human survival. With the development of social economy, the contradiction between humans and nature is becoming an ever-lasting attention-drawing issue on a global scale, and environmental governance has become a problem that all countries in the world need to tackle. Performance evaluation plays an important role in identifying problems in environmental governance, formulating and implementing environmental governance policies in a timely manner. In this paper, the authors summarize the main research progress made in the performance evaluation in water environmental governance, atmospheric environmental governance, environmental comprehensive governance, the influencing factors of environmental governance and the public satisfaction of environmental governance performance. The authors also point out that in the future research the evaluation indicators and the corresponding theoretical framework specifically for China should be defined and employed.
