| 摘 要： | 农地违法违规和过量征收直接导致农村耕地减少,危害到国家粮食安全、农民权益及生态安全。其致因主要是农地发展权立法缺失、农地征收法律不健全及执法不严。对此,国家应确立和维护农地发展权,完善农地征收法律,严格执法等。

| Abstract: | Illegal and excessive expropriation of farmland directly results in reducing farmland, endangering food security, peasant rights and interests and ecological security. No legislation concerning farmland development right, imperfect law about farmland expropriation and loose enforcement of law are the main factors leading to illegal and excessive expropriation of farmland. Therefore, our country should establish and safeguard farmland development right, perfect laws concerning farmland expropriation and enforce law strictly. |
