| 摘 要： | 通过对比分析传统国库收付制度与现代国库集中收付制度.可以看出实施国库集中收付制度使财政资金在申请和拨付的程序和方式上,与传统体制下的财政支出制度有了根本区别,成为建立公共财政框架的一大基石,促进了党风廉政建设.

| Abstract: | The article comparing the conventional exchequer' s centralized payment with modern exchequer' s centralized payment,proposed that application and allocation in procedures and mode is basic difference of the conventional exchequer' s centralized payment with modern exchequer's centralized payment.Modem exchequer's centralized payment is a vital cornerstone of establishing framework of public finance,promoting the responsibility system for improving the Party's work style and building clean government. |
